Industrial vendors · bid teams

Three hundred pages of tender. Every clause answered, every deviation declared, every claim traceable to your datasheet.

Tender Answer reads the invitation to tender, splits it into requirements, matches each one against your product documentation, standards and past bids, and produces the compliance matrix, the deviation table and a first draft of the technical response — with a question list for your engineers where the documents don't settle it.

  • Compliance matrix and deviation table generated from the tender text, not retyped
  • Every 'Comply' is linked to the datasheet page or test certificate that supports it
  • Draft responses in your past-bid voice; engineers review the open questions, not the whole document

The work it takes off your desk

Who it is for: Bid and proposal teams at equipment and engineering suppliers who answer 200–600 page technical tenders.

Fifteen hours of retyping

Someone copies each clause into a spreadsheet, finds the datasheet, and writes 'Comply' — for 400 clauses — before any engineering judgement starts.

A missed deviation is a contract risk

The one clause that didn't match was on page 287, and it becomes a penalty after award.

Engineers answer the easy ones

Senior engineers spend their tender week on questions the datasheet already answers, and run out of time for the hard ones.

From the case library

24 situations documented so far — each with the documents involved, what the agent does and what you get back.

How it works

Deterministic where it should be deterministic; a language model only where documents have to be read and explained. Every output cites its source.

You give it

The tender package (PDF/DOCX — specifications, data sheets to be filled, standards references), your product datasheets, test certificates and manuals, and two or three past technical responses for voice and structure.

The agent

Extracts every numbered requirement, classifies it (performance, material, standard, documentation, commercial-technical), searches your documentation for evidence, decides Comply / Partial / Deviate / Needs engineer, and drafts the response paragraph with the supporting reference.

You get back

Compliance matrix (clause, requirement, status, evidence link), deviation table in the buyer's required format, draft technical response document, and an engineer question list sorted by impact — exportable to DOCX and XLSX.

Why model usage is a line item

A single tender is 200–600 pages read against thousands of pages of your own documentation, then re-read as engineers answer questions. One bid is typically 30–80 million tokens; a team answering four tenders a month runs 100–300 million. Requirement extraction and matrix assembly are deterministic; the model is spent on reading and drafting.

Pricing

One Tender = one tender package analysed end to end (requirements, matrix, deviations, draft, question list), including revisions within 60 days. Model tokens are a separate meter billed at the provider's list price. Bring your own key (BYOK) and the model meter is zero; use our channel and tokens appear on the same Google Cloud invoice.

What appears on your Google Cloud invoice
  • tenders (per tender)
  • model_access_usd (provider list price, cents)
  • Annual plans bill once; included monthly units are netted before any overage is reported. Usage reports go to Google hourly; your invoice shows them as separate line items.

Security and data

One company, one set of policies, across every product we ship.

Your documents stay yours

Tenant-isolated storage on Google Cloud; retention you set; deletion on demand; never used to train models.

One legal framework

Privacy policy, terms, DPA (GDPR / UK GDPR / PDPO) and the sub-processor list are published once at carnegieintel.com and apply to every product.

Transparent metering

Every metered unit is itemised with request ids in your workspace before it reaches your invoice. Model tokens are billed at the provider's list price, never marked up silently.

Questions

Does it submit the bid?

No. It prepares the matrix, deviation table and draft; your bid manager reviews, your engineers answer the open questions, and your team submits.

What if our documentation doesn't cover a clause?

The clause is marked 'Needs engineer' with the closest evidence found, and goes on the question list. The agent never writes 'Comply' without a document behind it.

Does it handle standards (ISO, API, IEC, GB)?

It recognises standard references and matches them against the certificates and declarations in your library. It does not interpret the standard's text itself unless you upload it.

Our past bids and datasheets are confidential.

They stay in your tenant on Google Cloud, are used only for your bids, and are never used to train models.

Which models?

Google Vertex AI models by default via our channel, or bring your own key. Model tokens are a separate meter at list price.

How do we buy?

Through Google Cloud Marketplace on your existing Google Cloud invoice, or directly by invoice.
